Given that you seem to have a VPS snapshot just before the upgrade you could upgrade from 8.8.15 to Maldua's 10.0.7 release which you will find under the Experimental releases (Disclaimer: I build those releases).This is an upgrade from an OSE 8.8.15 server, on Rocky 8.
I am aware that the above symptoms are often related to being hacked, which I definitely was, and I hope I've gotten everything cleaned up, but obviously I'm also pushing hard to get updated to 10.x. I did try the typical fixes of changing permissions of the /opt/zimbra/data/tmp/upload folder, but that did not appear to resolve the problem. Additionally, this isn't a problem on 8.8.15, it only shows up AFTER I upgrade to 9 or 10.
If the problem is still the same then it might be related to your Zimbra being hacked. Probably a jar file that you have deleted when you hadn't to.
If the problem does not seem to happen again then it might probably be an issue with ianw builds which have been built less than three days ago and I guess have not been tested by many people yet.
Curious to know what you find out.
