I was experiencing the same reported issue.
When I sent emails through the web client, the email was delivered without the DKIM signature. However, when sending via an email client such as Outlook or Thunderbird, the email was properly signed.
After checking all internal and external DNS entries, the solution was to remove the IP from the "Web mail MTA Hostnames" and leave only the IP of the Relay in the "Relay MTA for external delivery."
